This seven-story glass and steel building serves as the main headquarters for the Shadowgard Police Department and the Shadowgard Fire Department, complete with office space, motor pools, crash rooms, holding cells and extensive computer networks. Naturally, both agencies maintain fully-staffed locations elsewhere in the town, but the Emergency Services Building is the central hub for all their operations.

Additionally, the building houses a small FBI branch office, and the city's 911 emergency call center, as well as a skeleton crew of paramedics with one or two ambulances -- though most of the city's EMTs and buses operate out of the nearby Mercy Hospital instead.
